No. Concrete shrinks as it cures and fine vertical cracks are normal. What matters is the width, the direction, and whether it is still moving. Horizontal cracks and stair-step cracks in block are the ones worth looking at properly.
Damage from settling and soil movement is typically excluded from a standard policy. Damage from a sudden event such as a burst pipe is often covered. Check your own policy — we can document the cause for a claim.
