Flooring Installation & Hardwood Refinishing Cost in San Francisco (2026 Guide)

May 2, 2026 · IronNest Construction · 2 min read

San Francisco has some of the best original floors in the country. Victorian and Edwardian flats often have old-growth fir or oak under decades of carpet and linoleum, and those boards are denser and more stable than most new flooring. When a floor like that can be refinished, it is almost always the better choice.

Typical Costs in San Francisco

  • Hardwood refinishing (sand, stain, three coats): $5–$9 per sq ft
  • Board repair and patching old floors: priced on site
  • New engineered or solid hardwood: $14–$25 per sq ft installed
  • Luxury vinyl plank: $8–$13 per sq ft installed
  • Porcelain tile: $16–$30 per sq ft installed

Prices in the city run higher because of parking, stairs, building rules on working hours and the time it takes to move material in and out of multi-unit buildings.

Condos and Flats: Sound Rules

Most San Francisco condominium associations require a sound-rated underlayment under hard flooring and approval before replacing carpet, to limit noise to the unit below. Check the CC&Rs for the required rating before choosing a floor; some products and thin underlayments will not pass.

Old Floors, Old Buildings

Old floors are rarely flat, and some were face-nailed or have been sanded several times already. We check the remaining wear layer before promising a refinish. Painted baseboards in buildings from before 1978 should be removed with lead-safe practices.

Choosing a Floor

  • Victorian or Edwardian flats: refinish the original fir or oak
  • Kitchens and baths: porcelain tile or waterproof vinyl
  • Condos: engineered hardwood or LVP on an approved underlayment
  • Rentals: durable LVP that is quick to repair between tenants

What San Francisco Conditions Mean for Flooring Installation

San Francisco sits in the Bay Area, which means persistent fog, salt air and wind-driven rain, so surfaces rarely get a long dry spell. Slab moisture is the thing that ruins floors here. A moisture test before installation costs very little and is the difference between a floor that lasts and one that lifts. Salt carried in on the fog is the part people underestimate: it attacks fasteners and finishes on the seaward side long before the sheltered side shows anything.

San Francisco's marine layer and foggy winters mean exterior projects need weather-resistant materials. We specify the right products for SF conditions.

Flooring Installation Permits and Inspections in San Francisco

Nearly every project here runs through the San Francisco Department of Building Inspection (DBI), and many also touch the Planning Department for design review. We pull permits in-house and account for SF's sidewalk and street-use rules, and the neighbor-notification realities of building on tight urban lots.

Most flooring replacement doesn't need a permit, but moisture testing and proper subfloor prep are what make a floor last — especially over slabs and in kitchens and baths. For ground-floor and below-grade rooms we recommend waterproof LVP and address the moisture source first.

San Francisco at a Glance

San Francisco construction has its own challenges — steep hillsides, Victorian building stock, strict DBI permitting, and inspectors who will not sign off on shortcuts. Projects here go through the Department of Building Inspection, and we plan scope and permits around its requirements from the first visit.
