What Triggers Title 24 Compliance
Adding or replacing HVAC equipment, adding lighting circuits, adding conditioned floor area, or changing the building envelope (walls, windows, roof) can all trigger compliance requirements. ADU construction always requires Title 24 compliance. Kitchen remodels that add lighting circuits have lighting efficiency requirements.
What Compliance Requires
Title 24 compliance typically requires a CF1R (Certificate of Compliance) prepared by a certified HERS rater, and may require CF2R (Installation Certificate) and CF3R (Field Verification) documentation. These add $500–$2,000 to residential project costs but are required as part of a complete permit submittal.
